SEC Rule 606(a) requires broker-dealers that route equity and option orders on behalf of customers to prepare quarterly reports that disclose specific information about their order routing practices for non-directed orders in NMS stocks and NMS securities that are options contracts.
If you've ever wondered whether a broker is routing your orders fairly or whether financial relationships influence where your trades go, Rule 606 is designed to answer those questions. Every broker-dealer routing retail orders must make these reports publicly available—at no cost—so investors can independently verify routing transparency.
Rule 606 requires disclosure of the percentage of total customer orders that were non-directed orders, the percentages of total non-directed orders that were market orders, limit orders, or other orders, the identity of venues to which a significant percentage of total non-directed orders were routed, the percentage of total non-directed orders routed to each venue, and terms of the material aspects of the broker's relationship with each venue identified, including any arrangement for payment for order flow and profit-sharing relationships.
In practical terms, these reports show you: how many of your orders went to which trading venue (exchange, market maker, etc.), whether your broker receives financial payments for routing to specific venues, and what percentage of orders were executed at that venue versus routed elsewhere.
The reports are made available to the public free of charge for each calendar quarter and published no later than one month after the end of the quarter. Most brokers publish them directly on their websites in a dedicated compliance or regulatory section. Start by searching the broker's website for "Rule 606" or "order routing disclosure"—official regulatory pages typically use these exact terms.
Reports must be available in a machine-readable XML format and a human-readable PDF. The PDF is usually easier for individual investors to review; the XML format supports automated analysis by institutions.
One of the most important disclosures is payment for order flow (PFOF)—cash or rebates a broker receives when routing orders to specific venues. A high PFOF arrangement doesn't automatically mean poor execution for you, but it does represent a potential conflict of interest worth understanding. The Rule 606 report must explicitly disclose these relationships, allowing you to evaluate whether the venues receiving your orders also benefit the broker financially.
While comprehensive, Rule 606 has limits. The statistical information required by Rule 605 alone does not create a reliable basis to address whether any particular broker-dealer obtained the most favorable terms under the circumstances for customer orders. A single quarter's report shows routing patterns but not speed of execution, price improvement, or whether alternatives would have been better. For a complete picture, compare quarterly reports over time and cross-reference them with any execution quality reports or regulatory filings the broker publishes.
Broker transparency is the foundation of informed choice. By reviewing publicly available Rule 606 reports, you gain insight into potential conflicts of interest, routing practices, and financial relationships that may or may not align with your interests. This information—published in compliance with SEC regulations and FINRA oversight—is one of the few concrete, objective ways to evaluate a broker's execution infrastructure beyond marketing claims.
